If you are enrolling in a VET course in Australia, one of the first things your RTO will ask for is your USI (Unique Student Identifier). A lot of students have heard the term but are not entirely sure what it is, why it matters, or what happens if they do not have one. This article covers everything you need to know.

What Does USI Stand For?

USI stands for Unique Student Identifier. It is a reference number issued by the Australian Government to every student enrolled in nationally recognised training in Australia. Your USI gives you access to a government-authenticated record of all your vocational education and training achievements since 2015.

Think of it as your personal education ID one number that follows you throughout your entire training journey in Australia, no matter how many courses you do or how many training organisations you study with.

When Did the USI Start?

Introduced under the Student Identifiers Act 2014, the USI became mandatory for anyone seeking a qualification or statement of attainment from a Registered Training Organisation from 1 January 2015.

As of 2026, over 15.6 million USIs have been issued since inception, supporting more than 4 million annual VET students across approximately 5,000 RTOs. If you have studied any nationally recognised VET course since 2015, including while you were at school, you already have a USI.

What Does a USI Actually Do?

A USI does two main things.

1. First, it creates a permanent record of every VET qualification and statement of attainment you complete in Australia. All your training history is in one place, accessible whenever you need it, whether for a job application, enrolling in another course, or proving your qualifications to an employer.
2. Second, it connects your student loan information to your personal details and is required to access Commonwealth financial assistance. If you are applying for a VET Student Loan, you cannot access it without a USI.

The USI acts as a centralised identification system, linking your nationally accredited training records. This ensures that no matter where or when you undertake training in Australia, your information is accurately recorded.

Do You Need a USI for Your VET Course?

Yes, without exception. Without a USI, VET students cannot receive their qualification or statements of attainment upon course completion unless a formal exemption is in place.

This means if you complete your entire course but have not provided your USI to your RTO, they cannot issue your certificate. Your RTO should ask for your USI when you enrol if they have not, raise it with them before you get too far into your course.

Who Needs a USI?

Anyone enrolling in nationally recognised training in Australia needs a USI. This includes students enrolled in Certificate II, III, IV, Diploma, and Advanced Diploma courses at any RTO or TAFE across the country. It also includes students applying for VET Student Loans and higher education students accessing HELP loans or Commonwealth Supported Places.

What about international students?

International students must land in Australia and go through customs before they can create a USI. You must wait until you have arrived in Australia to create and provide your USI.

International students who studied entirely offshore and will not return to Australia may be exempt, but this applies in specific circumstances only. If you are unsure, check with your RTO or visit usi.gov.au.

How to Create Your USI

Creating a USI is straightforward and takes about five minutes. Here is how to do it.

Step 1  Go to usi.gov.au. This is the official government website for USI registration. Do not use any other site.

Step 2  Have your identity documents ready. You need at least one form of Australian identity document to verify who you are. Accepted documents include an Australian driver's licence, Medicare card, Australian passport, birth certificate, or visa and passport for international students.

Step 3  Create your account. You can log in securely and easily by connecting your USI account to your myGov or through Digital ID.

Step 4  Save your USI. Once created, you will receive a nine-character code made up of letters and numbers. Save it somewhere you can find it easily you will need to provide it every time you enrol in a new course.

Important: If you have previously undertaken nationally recognised VET, you will already have a USI. Do not create another one. Visit the USI website to find your USI. Having two USIs creates problems with your training records.

What If You Already Have a USI But Cannot Find It?

This happens more often than you would think, especially for students who got their USI years ago while still at school. If you are not sure if you have a USI, you can find it at the USI website. You will need to verify your identity to retrieve it. Your RTO may also be able to help you locate it if you enrolled with them previously.

What Has Changed With USI in 2026?

New editable Evidence of Identity forms launched in August 2025 improve usability for those without standard IDs, such as Aboriginal or incarcerated students. The old forms expired in March 2026 under stricter biometric matching.

For RTOs, the compliance requirements around USI collection have tightened. ASQA requires RTOs to collect and verify a student's USI before issuing any qualification or statement of attainment. If a student has not provided their USI within 30 days of completing their course, the RTO cannot issue their certificate, which means the student has to wait until the USI is provided and verified before receiving their qualification.

For students, the practical takeaway is simple: get your USI sorted before you start your course.

Why Does Your USI Matter Beyond Your Current Course?

Your USI stays with you for life. Every qualification you complete, every course you enrol in, every statement of attainment you earn it all gets recorded against your USI permanently.

This matters for a few reasons. When you apply for jobs, your employer can ask you to share your verified training transcript directly from the USI registry this is more reliable than a paper certificate alone. When you enrol in further study, your new RTO can verify your existing qualifications quickly without needing physical documents. And if you lose your certificates, your training history is always accessible and retrievable through your USI account.

For students doing their VET placement, your USI is also what links your placement records and competency sign-offs to your overall qualification. Without it, that evidence cannot be officially attached to your training record.

What RTOs Need to Know About USI in 2026

For RTOs, USI obligations are not optional. Under ASQA standards, every RTO must also submit training activity data to NCVER, currently through AVETMISS reporting, though this is gradually transitioning to the new VET Information Standard, with all RTOs required to move across by January 2029. Regardless of which standard applies, USIs remain central to how student data is linked and verified across the entire system. 

If a student has not provided their USI, the RTO cannot report that student's activity or issue their credential. This creates compliance risk for the RTO and delays for the student. Having a system that prompts USI collection at enrolment and tracks verification status across all students is essential for any RTO managing a large cohort.
